St. Louis, MO: proposal would mandate sterilization and microchips for all dogs and cats

All city dogs and cats would face mandatory spay or neutering, under a bill before the board of aldermen....

The plan would also require mandatory micro-chipping of all dogs and cats.  Also, anyone who wants to breed their dogs would need a “hobby breeders” licence.

Krewson envisions the procedures taking place in conjunction with pets getting rabbies shots, which are already mandatory.
