New Virginia laws have a Richmond County kennel owner scrambling to reduce the breeding stock at a local business. At Dalin Kennels on Calvary Church Road outside of Warsaw, the number of toy poodles has to be reduced from 160 to a new limit of 50 breeding animals. Kennels first came under scrutiny after a report from a woman who alleged animal neglect at the kennel. She also claimed to have been bitten by a puppy there in November. The woman reported the incident the day after she said she was bitten and refused medical treatment.... [local veterinarian Sam] Marston, who has been a vet in the area since graduating University of Georgia's vet school in 1971, said there were "a lot of credibility gaps" in regards to the bite scenario.... The dogs at Dalin Kennels were without complete vaccination records.... [Lynn DeRosa]The new laws limit the number and age of breeding stock, require annual health certifications and require kennel owners to have a local business license. However, Richmond County does not issue business licenses. pointed out that toy breeds can only produce one or two puppies per litter as opposed to up to six or more puppies from larger dog breeds. She believes that lawmakers don't understand the differences between breeds.
