Escambia County, FL: tethering ordinance proposed

Escambia County commissioners could soon consider amending its animal control ordinance to put a tight leash on tethering. The goal is to reduce animal neglect.

In many cases, animals are tethered and neglected because owners cannot afford a fence.

"Oftentimes a dog is tethered for long periods of time because it is guarding some illicit activity," Commissioner Grover C. Robinson IV said.
