Synopsis: Very young puppies learn bite inhibition and appropriate play behaviors during the 5th to 8th week with the mom and littermates. Puppies who are separated before this age are much more at risk for serious biting behaviors and dog to dog aggression. Health considerations are also important. This Bill makes it unlawful to sell or otherwise transfer a puppy until it is 8 weeks of age so their natural tendencies will be mitigated.
